Excerpt: Cape Canaveral, FL, July 17, 2003. The Atlas V 521 rocket successfully lifted off from Complex 41 at Cape Canaveral Air Force Station on July 17 at 7:45 p.m. EDT. It carried the Rainbow-1 spacecraft, a telecommunications satellite, owned and operated by Cablevision Systems Corporation. The launch time had been scheduled for 7:20 p.m., but a helium leak on the rocket booster and the presence of anvil clouds delayed the lift-off 25 minutes. (These massive clouds suggest a storm is forming.) During the delay, engineers determined that the helium leak was not a problem, but they discovered a problem with the liquid oxygen fill and drain valve. Engineers determined that the problem with the valve was probably due to its exposure to drastic changes in temperature when the cryogenic fuel was added. After repeated cycling (opening and closing) of the valve, the problem was resolved. The anvil clouds also began dissipating before the beginning of the launch window; however, the Air Force requires a 30-minute delay from the time of the last lightening discharge that occurs in the ?parent? cloud before launching?
